In December 2025, the Federal and Victorian Governments announced an Independent Review of cohealth’s general practice services at Collingwood, Fitzroy and Kensington. See the terms of reference here.
The independent review submission period closed on 27 January 2026. The review team received over 300 submissions.
cohealth has put forward two submissions to the Review – one as a response from cohealth and a client voice submission. You can read them here.
The Independent Review team has now completed its engagement with stakeholders, and we understand the has prepared it’s report for government(s).
State and Federal Governments will determine the response to those recommendations, including when the recommendations will be shared.
Why did the Review happen?
cohealth welcomes this Review as an important step toward securing a sustainable future for these essential community services.
For many years, cohealth’s GP-led complex care model has faced significant structural funding pressures. The Review examines the long-term sustainability of this model and assess what is needed to ensure continued access to safe, connected and high-quality wrap around healthcare for people with higher support needs who experience barriers to mainstream services.

Our shared goal is to ensure that communities in Collingwood, Fitzroy and Kensington continue to have access to healthcare that is dignified, equitable and enduring.

We provided information about how we operate, the challenges we face, and the realities of maintaining general practice services in the current environment.
We have been sharing and advocating for change in the health policy and community care space for many years.

The perspectives of the cohealth clients who rely on these services every day are critical to shaping the future of care. We wanted the review team to understand what is most important to the people who use cohealth services, so any future services reflect what they need.
Through the ‘your voice matters’ survey, clients were invited to share their thoughts. These insights were written as a submission to the Review – What we Heard – and communicates directly to the Review team what matters most to people about their care, including the type of services they value and the elements of care that work best for them at cohealth.

The Review has been led by Dr Stephen Duckett, alongside Associate Professor John Furler and Jane Seeber.
This Review is an important step in helping determine a sustainable future for the delivery of comprehensive care and support to the people who rely on our clinics.
